"The Latin America Community Assistance (LACA) Foundation was founded in February 1992 by Lillian Trillo, a bilingual Hispanic public health Nurse based in Castro Valley, California. . . . . LACA does not employ any paid staff, as all the work is done by volunteers. The board members, Lillian, and all other professionals who join them on LACA-sponsored trips to Central America, pay their own expenses and volunteer their time. LACA's low administrative and overhead costs allow the Board to spend nearly every cent of donations directly helping the poor in Latin American communities. . . . . Since 1992, LACA's services have expanded far beyond basic medical and dental care for the poor. LACA continues to concentrate its efforts in Honduras because that is the poorest country in Latin America. . . . .
